The tools cannot go where the code lives
Your repositories are self-hosted and your models run only through your own cloud. Most coding agents are vendor-operated services that cannot be pointed at the deployment you already own, and many do not speak GitHub Enterprise Server, GitLab Self-Managed or Bitbucket Data Center at all.
Access is solved. Outcomes are not.
Agent access went mainstream, but the gains cluster in a handful of power users. Real leverage now means authoring agents, skills and plugins — platform engineering, not application development. Most enterprise developers will never climb that second step.
How it works
A task board, not a terminal.
Nobody writes a prompt. Nobody authors an agent. Developers file work and review results — the two things they already do every day.

Describe the work
A feature in plain language, or a ticket straight from your issue tracker. Themis drafts the spec and decomposes it into sized tasks with priorities and dependencies — and a lead approves the plan before anything runs.

Agents execute in isolation
Each task gets its own git workspace cloned from your repository, so parallel agents never collide. Inference goes to your endpoint under your own IAM, and branch allowlists bound what any agent can touch.

Automated review runs first
QA and security agents check every change before a person looks at it, with full transcripts and run logs. One-click environments can bring the change up so reviewers try it live rather than reading a diff.

A human owns the merge
Accept, edit or revert each individual change. Agents never self-approve. Every run, decision and merge lands in an audit trail your security team can actually read.

Entirely inside your boundary
The orchestrator, the workspaces and the inference all run in your own account — on your VM, or one click from the cloud marketplace against committed spend. Nothing calls home.
Your models, your keys
AWS Bedrock, Azure OpenAI and Foundry, Vertex, or your own internal LLM gateway. Instance-profile auth where you want it, so there are no vendor API keys to store or rotate.
Git-agnostic by design
GitHub Enterprise Server, GitLab Self-Managed, Bitbucket Data Center and cloud git alike — including the estates most agent products quietly do not serve.
Agents and skills ship built-in
A governed registry of review agents, security checks, reusable skills and task templates, enabled centrally. Your strongest engineers author once; everyone else simply gets the result.
